Louisville's Land Development Code is in the final stages of its first major rewrite since the 1960s. The city's Neighborhood Housing proposal would likely encourage an ongoing stream of multifamily housing construction in neighborhoods of single-family homes.
The push comes after the expiration, in April 2025, of a one-year freeze on Louisville’s zoning authority, which state lawmakers enacted to slow down local policymakers advocating for the zoning change.
On Sept. 15, 2026, the Louisville Metro Planning Commission presented its final version of the zoning proposal to the Planning and Zoning committee of the Louisville Metro Council, according to reporting by WHAS-TV. Next, the committee will decide whether to turn it over to the full Louisville Metro Council for an enacting vote. This is expected by late 2026.
If approved, each of the more than 80 municipalities within Jefferson County that retain their own zoning authority will have 90 days to adopt, reject or amend the rules for use within their own boundaries.
Why The Change
The push for updated zoning rules goes back to 2020, when Louisville Metro Council sought to align land usage rules with the city's Plan 2040, which among other things calls for expanded housing choice in new and existing neighborhoods.
The Neighborhood Housing proposal would legalize six housing types in areas currently zoned only for single-family homes:

Large apartment buildings or condo complexes don’t have any role in the new zoning rules, and the rules only apply in portions of neighborhoods that have existing sidewalks and sewer service and are located within walking distance of neighborhood services. Here’s a map of eligible areas.
Another relevant detail for builders and would-be developers is that the Neighborhood Housing proposal is not likely to trigger a binge of teardown-and-rebuild projects. It specifies that existing single-family homes can only be replaced by higher-density housing if they receive project-by-project approval from the Planning Commission in a process that involves at least one public hearing.
Further, garages and parking accommodations must be built behind new housing units — not in front. This affects site layout, driveway placement and, on tighter lots, foundation and utility routing.
Design standards also set height limits to keep new construction visually consistent with the surrounding single-family blocks.
